An approximately half-day training (depending on volume of content to be covered) that provides re-certification at the First Responder Operations Level (FROL), as specified in OSHA’s hazardous waste operations and emergency response standard, 29 CFR 1910.120(q)(6)(ii). This regulation is designed to help assure worker health and safety while performing work activities associated with hazardous waste and for recognizing, notifying, and performing defensive actions during hazardous materials spills and releases, regardless of the location, during an emergency. First responders at the operations level do not approach the release, but may perform other defensive actions, such as closing valves, covering drains, putting down pads, booms, or socks to stop the spread, etc. in order to protect nearby persons, property, or the environment from the effects of the release.
Individuals who have taken an initial FROL course that are required to respond to (potential) releases of hazardous substances for the purpose of protecting nearby persons, property, or the environment. They respond defensively in order to contain the release from a safe distance, keep it from spreading, and prevent exposures.
Some job titles/department personnel that may require HAZWOPER FROL refresher training, depending on their level of response, may include, but are not limited to, First Responders, police, medical personnel, DOT hazmat employees, and Emergency Coordinators/designees at hazardous waste generator sites, either a Small Quantity Generator (SQG) or Large Quantity Generator (LQG).
This course provides a regulatory review, discusses hazard and risk assessment, and provides spill response guidance that can be taken by those individuals with this level of certification. Interactive spill response scenarios allow participants to strategize response to potential incidents.

FROL training can be customized to meet your needs. Trainers can come on-site to conduct training at your facility, or you can attend a course held at Safety Partners’ offices. (Due to COVID-19 capacity restrictions, training is not currently being held at Safety Partners’ offices.)

The cost of the OSHA First Responder Operations Level Refresher Training course is course is $2,000 for up to 10 people, and $175 per additional attendee.
PLEASE NOTE: State regulatory agencies may have more stringent and/or additional requirements than the federal government. Employers are responsible for certifying that employees meet all agency training requirements.
