Facility decommissioning entails many line items of work. Safety Partners (SP) with Walters Consulting (WC), a SP business associate, provides a full set of decommissioning services. The coordinated effort of SP &WC allows the most practical and cost effective decommissioning available.
Determine the level of decommissioning needed:
- Review lease terms and conditions.
- Review chemical list including quantities.
- Site visit with observation of facility operations and building conditions.
- Discussion of appropriate liability protection.
Decommissioning - short project:
- Close out of EHS regulatory permits & licenses.
- Provide disinfection procedures and oversight of custodial services.
- Labeling and staging of all equipment; and biohazards, chemicals and radiation hazards.
- Coordinate hazardous materials removal and reverse distribution of controlled substances.
- Assure associated record-keeping and documentation throughout the project.
- Compile paperwork for archiving.
- Draft decommission report.
Decommissioning with Certified Industrial Hygienist stamped report:
All items above, plus -
- Continued observation of facility operations and building conditions.
- Determine the impact of chemical use and research/manufacturing processes on the potential for facility contamination and cleaning/sampling requirements.
- Photo journal throughout project.
- Advise on air and surface sampling. Provide or approve:
- Procedures for sampling and testing
- Rationale for sample plan (each sample and location)
- Contamination sampling and testing (collect samples using proper methods)
- Interpret sampling data relative to "acceptable" contamination limits and decontamination certification
- Provide comprehensive decontamination procedures and oversight of services.
- Verify and validate the proper closure of all pollution abatement systems.
- Assure proper shutdown of equipment and building utilities.
- Provide Decommissioning Report and documentation to validate and verify the proper decommissioning and closure of the facility.
- Deliver a Decontamination Environmental Closure Report, certifying that the facility has been cleaned, free of hazardous materials and contamination and ready for unrestricted occupancy. The Report is stamped/sealed and dated by Mike Walters, Professional Engineer (PE) and Certificated Industrial Hygienist (CIH).
- Review documentation and reports with "landlord or property manager."
